Typically, for a static image, you paint the image once shortly after the form is initialized, and again whenever the window needs to be refreshed (when another window is removed from over top of it -- and, if everything is working right, when the window is resized). For animated imagery, as you observed, this is not much of an issue. You have to wait for the next timer event after exposing the window, but no one should care about that. But if you have ever seen a window with stale garbage on it, that is a window which has not handled its "paint" event, yet.
