I think that's a pretty brilliant idea, although we might want to have a team for administration - its probably a bit much for just one person. There are already some guide lines in place about only hosting open source / non profit stuff, they could probably just be kept. What's the average traffic (how many new projects / month)? If you want some help with project admin I can probably dedicate one or two hours or even just an open ear to bounce ideas from...
