/usr/bin sounds like a wierd place to keep gnulib  Are you sure this
is correct?

     AM_CONDITIONAL

In your gnulib directory there should be a file called
m4/relocatable.m4  It should contain a line beginning:
"AM_CONDITIONAL([RELOCATABLE_VIA_LD]"   Do you see this?  If not, then
I suggest that your gnulib directory is either corrupt, or out of
date.
