As for the first question, I have some issues with this myself, and think i am missing something there as well. As I understand it, You select the track u want to copy and paste from, use numpad / to set the start time, (press slash once), end time, or(press slash twice), total length u want to select, (press slash 3 times), hen copy or cut, then select the track u want to paste it on, and do the paste command.
