Hello Trevor, Actually the numpad ciommander is a VO setting. I created a hot spot but can't remember to toggle the numpad commander on or off.
The hot spot I created is to monitor which measure is on when recording or playback. Thanks for getting back to me and hope you will be able to upgrade to 11. Your local Avid representative should absolutely have that answer. Further, any Avid dealer can sell an educational copy to anyone with a school identification. It's the same version of Pro Tools possibly with an upgrade limitation or something of that sort.
