Hi Peter,
OK, I’ve been able to consistently reproduce these results:
If the clips Table has been searched and is displaying a filtered list of clips 
and the names of the clips don’t match the name of the audio files you’re 
trying to import, it will import the file but not to a new track. You can 
pretty much say that, if the Clips table is filtered in any way, you’ll have 
virtually no luck importing files to tracks. The solution is to display all 
files and new tracks will be created when you import audio.

If you have a clip you wish to drag from the Clips table to create a new track, 
do the following:
Find the clip in the Clips Table.
2. Mouse down on it.
3. Stop interacting with the Clips Table and go and interact with the Tracks 
Table.
4. Mouse up and a new track will be created.
