Hi Jim,
Sounds like you have a group selected.
Look in the mix window and your  groups list and make sure no groups are 
selected.
The behavior your describing for that track is what happens when   a group is 
enabled, selected.
What ever you do to 1 member of the selected group effects the other members as 
well!

In this case, the output wouldn't matter. Nor would your sends. You just
need to interact with the track. Not in the track list table. I'm
talking about the track strip itself in the mix window. Then find your
output volume slider right to the right of the mute button within the
track strip. Don't do this on the master fader, if you have one. Do it
specifically in the track strip for the track you want to turn up or down.
