Jun Zhao is now involved in the data.gov.uk providing support and
input on the provenance aspects.
Not sure what else I can add.:)
One thing might be interesting is that we are trying to use the Open
Provenance Model (http://openprovenance.org) to leverage different
provenance descriptions. We released the first version of the vocabulary
and on the way of finalizing the guide. They will go public some time
this month, I hope.:)

Jeni has also been blogging a lot of the discussion, so there's some
public documents for comment.
It would be very interesting if someone were prepared to digitally
sign the files; or at least to publish checksums on a trusted Web page
in RDFa. Lots of options that could be explored.
I'm not sure if signing/checksums has come up yet. But there will be a
dedicated site with both data dumps and conversion software. The
provenance statements will trace back to there, so there will be some
good traceability I think.
