I used Ukelele (http://scripts.sil.org/ukelele), its an OS X keyboard layout 
editor.

For Ubuntu/Linux flavors you might want to look at Keyboard Layout Editor 
http://code.google.com/p/keyboardlayouteditor/

Aman bhaji introduced me to Jhelum, I have found it easier for beginners and 
layout is mostly based on phonetic keys.

I'm not very sure how compatible it is with Hindi; I have not had a chance to 
check primarly because I can hardly recall typing in Hindi on my computer. 
English/Punjabi works mostly for me, but it is a very valid point to check.

Aman can give more insights on the issue.
