Issue #3461 has been updated by Mathias Gug.

I agree with Nigel and Micah: don't put the distro specific bits in the 
upstream tarball/branch.

If the issue is to have binary packages of later releases available sooner 
publishing an apt repository is probably the best option. For Ubuntu using 
[PPA](https://help.launchpad.net/Packaging/PPA) is a good option. Combining 
with [Bzr builder](https://launchpad.net/bzr-builder) makes it possible to 
automatically build any revision of the upstream branch.

FWIW the Ubuntu Server team is actually providing a daily build of the latest 
master branch in the [Puppet Edgers 
Archive](https://launchpad.net/~ubuntu-server-edgers/+archive/server-edgers-puppet).

When installing from source, I'd like it if setup.rb installed init scripts for 
me, possibly as an option, or otherwise they were at least there for me to copy.

SuSE, RedHat, gentoo, etc all seem to be in tree, but there are no Debian 
examples.

This makes a source install a little more difficult on that platform as I have 
to furnish my own init scripts.
