What if instead of keeping them in differnet scope we instead just
used the stages to affect where the priority lives on the graph....
thus things could still require the resource, and the resource can
only live in ones stage?

I also think we could probably put the order of stages as a simple
list in Puppet.conf (no new syntax?)

It's out of the way by default so it's at least a feature people will
find *later*, and isn't additional overhead to understand up front.
It's an advanced topic.
