this was my intention first, the stages should just be anchors in
the tree
and you can require/before those anchors.
This ended up being much more complicated to implement, for reasons I
can't seem to remember on Sunday night, whereas the stages as
implemented were fantastically easy, which to me meant they fit the
model better.
