pyramid_formalchemy likely still relies on Paste for its scaffolding:

$ yourvirtualenv/bin/easy_install PasteScript
$ yourvirtualenv/bin/easy_install pyramid_formalchemy
$ yourvirtualenv/bin/paster create --list-templates
