I still think that user editable configuration data, at least on windows, is 
different from application data. It would definitely seem weird to me to have a 
config file in the %APPDATA% directory.

%APPDATA% would be fine for a cache or other application specific data.

On Windows I would expect something like: "c:\Documents and Settings\AppName"

(Note the settings in Documents and settings... - although in Windows 7 I think 
this might just be Documents now.)
