Yep, I'd consider "copy editing" to cover tweaking grammar / spelling of text, especially to assist people who english as a second language, but generally avoid anything substantive enough to pose a danger of changing the meaning of text. Though you can't entirely avoid that danger of changed meaning when fixing grammar, IMHO, it is likely to be an acceptable tradeoff.
