how to build qemu 8.1 - keycodemapdb?

Hi!

I tried to build qemu-8.1-rc1 on debian, and immediately faced an
issue with missing ui/keycodemapdb in the release tarball which was
there in 8.0.

Should we include that one into the tarball as before?
