Great proposal Ismail -- all these features would be lovely to see! Reading over the billboard proposal, I'd strongly suggest that you re-use QGIS marker symbology here to render the actual billboard content. Amongst other benefits, this would allow re-use of identical symbols between 2d and 3d maps. Best of luck with the coding!
