Tony, That is not true - it is possible to get the complete SP as a single file. The full SP4 for W2K is 129Mb (I know because I have it !). This can then be applied to any flavour of W2K (workstation, server, advanced server).
I agree if you are online, you can download a setup program that then downloads only the required parts - but this is not the only way to apply the SP.
