qmail-conf is just a set of programs making the setu of the start scripts
dramatically easier. There is no need for qmailctl at all, you can
accomplish everything using the svc program from daemontools.

Neither qmail-conf nor qmailctl are needed at all. qmail-conf just makes
life easier - you don't have to write your run scripts by hand for the
standard services. For courier you will have to do this.
