Well, have you tried djbdns? And I'm kinda lazy right now, so I'm not going to re-read your post, but have you tried using 'dig' to see what the sizes of the packets you're receiving are?
I find mine to be at 501 bytes, 477 bytes and other sizes. If I use djbdns, I get 141 bytes. Though, really, I don't think it's a problem with DNS...
