I see.
this assumption differs from mine. I thought there is a group of pbsdb
servers and a pop server stores pbs-data to only one pbsdb. i.e smtp
server should ask almost all(half?) of them.

Generally speaking, the number of pop accesses is very larger than
smtp's. so I think every pop server would better to have pbsdb in
himself. the number of queries from smtp server will grow but the
network traffic can reduce. it depends on the pop and smtp access
balances.
