Tried that and did not work. I am running RH7.2 not Unix, not sure if that
makes a difference. I don't have a /etc/tcpcontrol dir. I also do not have a
smtp.rules file which I assume is a problem. I searched the system and it
was not present. Also what does the cat command do?

Tell you what - stop worring about /service/qmail-smtpd/run. Set QMAILQUEUE
within the tcpserver area. 

cat /etc/tcpcontrol/smtp.rules 
:allow,QMAILQUEUE="/var/qmail/bin/qmail-scanner-queue.pl"


In fact, to cut down on support issues, that will end up being the ONLY
support method under Q-S v2 when it comes out. As you are seeing, the beauty
with Unix is that there are more than one way of doing things. The agony of
Unix is that there are more than one way of doing things.... :-)
