Perhaps you should state explicitly (or as best as you can remember) *what* you installed and *how* you installed it. My guess is that you didn't really install the "qmail-1.03+patches-18.src.rpm" package properly. Most RPMs will put everything in the right place. qmail-1.03+patches-18.src.rpm is the *source* for qmail AND incorporates a number of patches (including the QMAILQUEUE patch).
