Try this:
telnet mail.hookability.com 110
+OK ...
USER username%host
+OK ...
PASS whatever_password_you_have
+OK
QUIT
+OK
and tell us after which line you get -ERR instead of +OK. If it works 
as outlined, try to find out why your MUA (looks like Outlook) 
doesn't send this username and password.

Then, perhaps, the username is incorrect. :-)

vpopmail is pretty standard around this place, isn't it? :-)
