The directory where you installed ucspi-tcp in is $PATH?
If you are not sure try it again with full path names.
tcprules is installed in /usr/local/bin with default settings.
/usr/local/bin/tcprules tcp.smtp.cdb tcp.smtp.tmp < tcp.smtp
