I have never seen this behaviour. I suspect there is something wrong
with your Linux setup:

If it says 17:22, it is *not* configured to GMT +0200. Try to set
Timezone CET. It should say 19:22 then. This two hour offset
corresponds to the four hour offset of qmail.
