This leads me to believe that his particular .bz2 file is matching a signature in /var/qmail/control/badloadertypes . We send 50 PDFs a day here, and had ONE that happened to match a signature in badloadertypes so I had to remove that entry to get the PDF to go through. badloadertypes can match ANY part of the file (not just the first 9 chars like badmimetypes, and he may have an archive that just happens to match one of the signatures in that file.
