There are multiple openssl packages available for centos4. Try:
yum install openssl-0.9.7a openssl-devel-0.9.7a

I tried installing a rpm called openssl097a-0.9.7a-3.i386.rpm but I
get the same result. Now I have:
[EMAIL PROTECTED] /lib] # rpm -qa | grep ssl
openssl097a-0.9.7a-3.1
openssl-0.9.7f-7.10
openssl-devel-0.9.7f-7.10
