Our idea is that each maintainer/team is responsible for his project 
directory. He is allowed to do whatever he wants in this directory as 
long as he respects the qooxdoo-contrib rules. Directories of other 
contributions must not be touched without permission of the maintainers. 
Since sourceforge cannot grant svn commit rights on a per directory 
basis the community and we, the qooxdoo team, will have to work together 
to get this running.

Approval of new projects will be done by us. We don't want to raise the 
bar for new projects too high.
