Because at the time, any SIMM available would work on both.

The RAM controller on the DOS card can't handle the higher-density SIMMs - IIRC
its limit is 32 MB double-banked, so 16 MB per bank or *maybe* 32 MB per bank
if you can find a 2K refresh module - whereas the Mac's RAM controller is
somewhat more forgiving.
