It could be that the seller is right.  I don't have a Workgroup Server 60
to verify this with, however, I believe that it could be the board from an
early WG60.  There are two reasons I think this.
        My WS6150s identify themselves as Power Macintosh 6100s.  The
boards are identical to my Power Macintosh 6100s.  That makes it pretty
likely that WS60 boards would also identify themselves as Quadra or
Centris 610s.
        Second, Apple's service manuals for the Centris 610, Quadra 610,
and AWS 60 indicate that Workgroup Server 60s were shipped with both
68LC040s and 68040s.  It is true that by the time of the Q610, all AWS60s
had the full '040; however, there were also C610-based AWS60s which lack
the LC040.
        One thing that seems odd is that it identifies itself as a
Q610.  That suggests to me that it is running at 25MHz rather than 20,
and according to the service manuals, all WS60s at 25MHz had full '040s.
Unfortunately, the service manuals have been wrong before on similar
things, so that's probably not authoritative.  For example, Apple lists
only four part numbers for Q/C610 boards, being part numbers with and
without FPU and with or without Ethernet.  However, there must be at
least 6 part numbers, to account for both 20MHz and 25MHz LC040
processors.
        The one thing I would make sure of is the presence of the ethernet
port.  That would be the one dead giveaway that it is not a WS60 board.
Without that, though, it's entirely possible that it really is the board
from an early WS60.  Check the clock speed.  If it's running at 20MHz and
has ethernet, then it's an early AWS60 board.  If it's at 25MHz and has
ethernet but an LC040, keep arguing, but realize that he may be telling
the truth.
        Just as a final thought, did he say where he got it from?  If he
claims to have pulled it from a WS60, that's one thing...  If it was a
spare part, then you can probably reliably claim that it was the wrong
part, and know that Apple's manuals back you up on that.
