Have you checked the grease on the little contact wheel inside the mech?
 
After many years of working the grease can pick up small particles of metal
which wears away from the contact wheel - it then has the lovely property of
being conductive grease which then leaves the flaps doing exactly what you
said.  Pop the disc out, wipe it over and pop it back in.

OK, back to this one
 
After a bit of testing I thought I had it sorted, until I went back out to
the car a few hours later to find the headlamp flaps doing a little dance of
their own. So this is happening without ignition power which I didnt think
was supposed to happen
 
Unplugged again for now until I have more time and a recharged battery
