this problem in interface design has already been solved very effectively by high end node based vfx tools.
eg shake, digital fusion and maya.

best solution imo is a combination of a tab based toolbox for browsing AND radial marking menus which pop up under the cursor position when modifier keys are pressed.

but seeing as qc is a free developer tool not sure it's going to get that level of UI tweaking which it deserves...
