Perhaps you missed what I said earlier, it's both, at least in Qubes 3.1 it is. Just put 3.2 on here, and it seems to work fine for Linux. around 40 MBps / 320 Mbps. So whatever the difference in 3.2 compared to 3.1, it's improved.
