Couldn't the goals of TEMPEST be achieved by a computer that deliberately
produces random noise, so as to drown out the unintended signal?  The hams
sure wouldn't like that.

Although it would be unlikely to happen.  The military security people
are all about verification, and it's easier to verify silence than to
verify that noise is random.

And at a guess, they probably have a lot more sympathy to radio users
than, say, BT Group...
