Is the start of the nmea sentect coming more than one second after the
PPS signal? Or is it just ending at the one second mark?

The start of the NMEA sentence can be /after/ the leading edge of the "next" PPS signal, i.e. more than one second delayed. This from watching the 'scope rather than from an automated measurement.

As reported by peerstats in NTP, the end of the single NMEA sentence is close to the leading edge of the "next" PPS signal.
