WWV is slightly easier to get but still it's not a 24x7 signal you will likely need to switch frequency based on propagation. To use any of these radio signals yu will need a very stable local oscillator to fill in during the times f the day when there is no signal. I live in California and I can only get WWVB (broadcaste from Colorado) after about midnight and before sunrise. But that is with a 4" loopstick antenna. A larger loop antenna might better especially if you could locate it outdoors far from a building or power lines. The other source of time is CDMA. This is a signal sent from cell towers. This can be better then WWV/WWVB. There are many CDMA based NTP servers.
