  Another possibility in a single cored system would be to configure 1PPS pulse 
delays. Ublox 6,7,8 and other receivers such at Motorola VP,UT+,M12+T, Trimble 
Resolution, Res.SMT etc, have this possibility. Then fudge that offset in NTP.
