Hi folks,

At last week's interim meeting, the emerging sense of the room was that the 
QUIC WG is the right place for work on adapting QUIC streams to a secure, 
reliable, and bidirectional byte stream substrate. We spent time during the 
session discussion the charter change(s) that might be required to do so; 
balanced against the use cases, requirements and some of the _possible_ 
solution space.

During the meeting we started to hone some proposed charter text. In order to 
refine and finalize the charter change proposal, as per our usual processes for 
iterating on text ,I have opened a PR against the current QUIC WG charter 
https://github.com/quicwg/wg-materials/pull/240.

This change is presently proposed as a new paragraph at the end of the charter 
text. Another option would be to append it to the existing bullet point list of 
work areas, as a new fourth area. 

Comments, questions, or suggestions specific to the text are welcome on the PR. 
If you have comments, support or objection to the higher-level topic of 
rechartering, please respond to this thread. We are looking to get this 
finalized and in a state where we have something ready to take forward through 
the formal process steps. So lets target a two week feedback period closing on 
2025-06-23 anywhere on earth [1].

Finally, while there is a lot of interest and active discussion in the nature 
of technical solution in this area, that is tangential to this piece on 
rechartering. Please keep that in separate threads.
