While in the tempo dialog you can also press the up and down arrows to change the tempo by 1 bpm at a time. As for changing the tempo before you actually record, the only way, as mentioned, is to just start the recording with the metronome on, and while recording go into the tempo dialog and play with it until it's the speed you want.

As for changing tempo on the fly, pressing control + t will bring up
the tempo box and let you make changes whilst the song is playing.
