To add to this discussion, I have to sum everything up by saying, "consult
your synth's manual".
For example, as has been said, some synths only allow drums on channel 10;
others can use 16; others can use any MIDI channel so long as you use the
correct bank and program numbers.
Then there is a second consideration: some synths will allow pan controls,
while others deny the use of pan control for drum patches because the
individual sounds in the drum kit already contain pan values. Again, you'll
have to consult your synth manual for the details.

My understanding is that it depends on the type of sounds that you are
using.
For example, I've used XG sounds before where any channel can contain
drums. In this situation, I've recoreded a complete drum track and
then used things like the channel split tool to dump each sound into
it's own track - e.g. tom track, bass track and snare track. Once
you've done this, you should be able to pan each track differently.
I'm by know means an expert on this though - perhaps Andre will be
able to give you something a bit more concreet?
