Hello,

I'm not really sure if this is the case.  Apple had a choice.  Make your 
products reasonably accessible, or loose your multi million dollar government 
contracts.  Apple then went out and did what made sense economically for them.  
To be fair, they went way beyond what the government states for reasonable 
accessibility.  In this case, keyboard makers have no incentive what so ever to 
make their products accessible except some sense of right and wrong.  This 
often doesn't get you very far when money is involved. haha.
