Yeah, that's one of the few things I miss about my other sequencer -- QWS
doesn't chase controllers when starting playback in a file, so  values don't
change until another controller message is sent.

Sure.  so insert the patch where you need it, insert another one at a
different beat so it's back to what it was.  You'd only have to do that if
you used the event list in any case, the sequencer won't know when you want
that patch change to no longer exist, as it can't guess what you're
thinking.
If you need it to be at a specific tick, insert it with the method I already
described, then go into the event editor and move it with the S key, to
where you require it.
