You're going to have to look at your MIDI Implementation Chart for your instrument, which is often one of the last pages in the manual. Local on/off is a controller command, and if it's not in the chart of supported functions then there is no way it'll ever be able to handle the command unless someone does a ROM/OS update to add the functionality. (This is extremely rare for someone to do that, so don't hold your breath for it) Look up what it says. You're looking for CC (Continuous Controller) 122, in the received side of the chart.
