Okay, it receives local off messages. Excellent, though mystifying why you're 
not having them work. Make sure you're sending on the keyboard's base MIDI 
channel and on the right port. You may need sighted help to find the base 
channel. Or there's the "Bases Loaded" approach. Set the sequencer channel's 
MIDI channel to 1, play the sequence, then see if local is off. Repeat for 
channels 2-16. If none of them turn local off, set channel to 0 and try that. 
If it doesn't then you've got something where your keyboard is ignoring MIDI 
messages of certain types. Check that the keyboard is responding to volume and 
pan commands, and if so then consult your manual for more information, because 
if none of the local off methods work there's something odd going on.
