That sounds like a good idea. What would you call the mailing list
where people can
talk about their rationale for wanting to be able to say:

(import (every-from-except (rnrs) set!)

To me that sounds like the "industrial" users wants and wishes list,
which would be separate from
the "how that feature is implemented" list.
