I disagree.  One-pass is implemented by many Schemes at the toplevel
or REPL, which is really what this discussion used to be about.

The discussion of internal definitions has been a distraction from
the original point, which concerned what happens at the toplevel.
R6RS toplevel programs are not 1-pass, and are incompatible
with REPL execution, if that kind of thing is important to you.
A REPL will have 1-pass semantics if anything.
