Yes, this can happen. Radius uses UDP for its transport, and it implements a
very simple timeout mechanism to deal with lost packets. If an answer is not
seen within the timeout period, Radius specifies that the packet must be
resent. If this is happening often, you should check your network connections
and possibly increase the timeout periods.
