I wouldn't expect a second alarm to go off during a snooze period from
an earlier alarm.  It makes no sense.  If you're snoozing from a 06:45
alarm when the 07:00 alarm is scheduled to go off, then it should
effectively cancel the second alarm.  That doesn't explain or justify
why the first alarm doesn't fire again after the snooze period.  That
certainly sounds like a bug.

The workaround to the bug, of course, is very simple.  Don't set a
second alarm that could go off while you're being lazy and endlessly
hitting the snooze button.  Your first alarm should then remain active
while you keep hitting the snooze button.  If you want a backup alarm
(which is apparently a good idea), buy a $9 alarm clock.  They're
amazingly reliable.
