I have always assumed that the reason they don't have a "turn off" date
for standard FM radio is automobiles.  Physically replacing TV's can
and is being done.  But physically replacing every car stereo, plus a
whole lot of integrated home stereo systems?  That's a problem.  If
they're going to have a turn off for FM radio, it has to be a number of
years down the line, and a viable replacement must be in service.  And
if your government decided to replace FM radio with digital,
considering the hassle factor for cars, they may as well do AM radio at
the same time - and convert all of it.
